Liu Hsiu-ming met Hsu Hsi-tu when they were classmates at the Junior High School Division of Cheng Kung High School, and the two became close friends. Liu entered military service after graduating, but because he was unwilling to join the Chinese Nationalist Party (KMT), he was dispatched to the Marine Corps Reservist Training Center on Penghu before his discharge. Here he met Hsu Hsi-tu once again, and was invited to take part in establishing the China United Foundation United China Foundation).
